Q: is the output voltage controlled to protect overcharging phone?

tristanp13 The charger does nothing about overwhrge protection. Your phone does it. Once charged, the phone just stop drawing current from the panel...

ABarrow The back of these strips is aluminum, so there is probably going to be some heat dissipation there. They do get very warm, however. A heat sink would probably extend the life. These strips are extremely bright - current draw for each strip is 1 amp at 12VDC, so that energy needs to go somewhere.
