Q: this Lipo are HV?

Trail Yes, except if you want to do more than 10 flights with them. Mine got puffed up badly charging to advertised HV.

Q: is it Velcro?

Trail The package has 3 parts. A 3M sticky pad with some sort of VELCRO on the face side, to which you can stick one of either faceplates. One faceplate seems to have a bigger nose, the other has smaller nose. So yes, it does have some velcro parts.
