These start to burn off voltage from 2.85V, which is not healthy at all for 2.7V boost capacitors. Here's what I did to fix them for my 2.7V capacitors: (I shouldn't have to fix them, but I didn't want to wait for an active balancer) If you replace R6 with a 1.2kOhm resistor (originally 1.8kOhm), these will balance from about 2.65V, with a full 1A of discharge occurring when the capacitor reaches 2.7V. Maximum balancing current appears to be 1A, which burns off approximately 2.7W of heat between R4 + R5, both of which appear to be 4.7 Ohm 1 watt rated resistors. R4 and R5 get very hot as a result if you push the voltage .1V into balancing, but it's ok with the overal voltage tuned just below threshold. I'm running 10.4V for 4x 2.7V boost capacitors, and the cells are now staying in balance.
