As a long term diver I have finally found a a light that does what I want. A wall, not a spot. No need for a complex flash sync anymore. I got two of them for video and they are amazing. They are the most powerful handheld I have ever used and wonderful for deep and wreck dives. Recommended!! Please note that some of the 18650 batteries with surge protection has issues with power of this one. Simply remove it from the battery to make them work.

aki009 I echo this. I have two of them also, and they are very bright and a killer deal for the cost. Just as a note, the batteries need to have a raised positive terminal, and they might have a long term wear issue with the way the batteries contact directly to the PCB. But that remains to be seen. One of the big deals with these cheap(er) lights is that the power control circuits aren't protected against ESD. So it's a good idea to be really careful when replacing batteries.
